Background

Bystanders and non-medical aid workers can significantly increase the chances of survival of victims of (bomb) attacks and major accidents. By adequately compensating for serious blood loss immediately, lives are saved. It is not inconceivable that in the future the Netherlands will be hit by (bomb) attacks or mass shootings, now that these types of attacks are increasingly common in Western Europe. The threat of terrorism, also in the Netherlands, remains as high as ever. The injuries sustained during an attack are usually accompanied by life-threatening blood loss, as a result of which the chances of survival of victims quickly diminish as time goes by.
